Deactivate better cities, REBUILD YOUR BASHED PATCH (If you don't do this you will get a ctd on start up, regardless of if you use my mod or not) load a game with TaC (trade and commerce) installed, save, exit oblivion and activate better cities again, make sure TAC is before better cities, rebuild your patch and load your game.
